I attended that hearing. It does indeed seem that the Obama administration is dithering on whether or not to commit to the joint MAX-C / Exo Mars mission with ESA. That doesn’t equal an end to the entire planetary program, but might mean the end of the flagship missions as part of that program. Not committing to the next joint Mars rover program would be a slap in the face to our European partners and would be an unacceptable abrogation of American leadership in planetary exploration.
SInce the current administration has already given up American leadership in Human Space Flight, that (unfortunately) would not come as a suprise if it happens.
