“The plan claimed 1.1 million people have ‘enrolled,’ but did not say what the ‘enrolled’ term means.”
As we know from previous reports (and the linked article), the government seems to count anyone who went through the process of picking a plan as “enrolled,” not someone who has completed the process by paying the premium.

How many of these people have suffered from “sticker shock” during the final portion of picking a plan and won’t pay the premium to complete the enrollment?
1.1 million people is a *maximum* number, not the true number.
