The FAA and NASA have worked out their differences concerning their regulation of private commercial space.

Essentially, NASA has finally conceded with this agreement that it has no control over a private space launch that is not flying to a NASA facility. That the FAA continues to have as much regulatory control is bad enough, but getting NASA out of the loop will at least ease the bureaucratic burden for private companies.

Coming and going

There are really only two important stories today concerning space exploration. The story that is getting the most coverage is the big news that the space shuttle Discovery is making its last flight, flying over Washington, DC, as it is delivered to the Smithsonian for permanent display.

Of these stories, only Irene Klotz of Discovery News seems to really get it. This is not an event to celebrate or get excited about. It is the end of an American achievement, brought to a close probably three to five years prematurely so that the United States now cannot even send its own astronauts to its own space station.

One interesting tidbit from this article is the description of the company’s negotiations with NASA to attach a Bigelow module to ISS.

The company has been negotiating with NASA for about two years on the potential deal, and that Bigelow has completed various planning and development milestones for NASA. “We’ve been in a series of discussions with NASA over the past two years, with regard to the BEAM project,” Gold told Space News. “They were initiated as part of a proposal in 2010, and we’re hopeful an announcement will be made in the not-too-distant future.”

NASA gave no sign that a deal with Bigelow was imminent. “We do have a no-cost contract with Bigelow to cover early requirements development [for BEAM] but it is not for the flight article,” NASA spokesman Josh Buck said in a March 20 email. “The Agency has not made a decision to go to a flight system yet.” [emphasis mine]

Two years to discuss “planning and development,” and still no decision. My guess is that NASA management doesn’t want to buy a Bigelow module, as it would be relatively cheap and therefore wouldn’t spread much money to NASA centers. They just can’t say no for political reasons.

And if they do want to do it, the slow pace of their decision-making process demonstrates clearly why they shouldn’t be entrusted to build anything in the future.

“Over the next few months we’re integrating parts and pieces of the hybrid rocket motor into the SpaceShipTwo airframe, completing ground testing of the rocket motor, and then [will] try and start powered flight over the summer,” [chief executive officer and president George] Whitesides told SPACE.com. Those rocket-powered flights, he said, will continue for some period of time. Whitesides said it looks possible “to get up to space altitude by the end of the year, if all goes well.”

Mr. Branson is still radiating enthusiasm. “We’ve got just short of 500 people now signed up to go, which is actually more people than have been up to space in the history of space travel, and we hope to put those up in our first year of operation,” he says, predicting the first commercial flight by “about next Christmas,” although he acknowledges that there have been many delays.

In the NASTAR Center’s Observation Lounge, trainees can watch the centrifuge through a large window, as well as see a live video feed of its rider. Meanwhile, Henwood iterates the importance of the correct timing of breaths. “If you’re going to need it, you’re going to want to do it right.” Failing to begin the manoeuvre before the onset of the g’s can result in loss of consciousness.

“You’ll tell me when to breathe?” the first flier of the course says over the intercom to Greg Kennedy, NASTAR Center’s director of educational services and the monitor of participants’ in-flight safety.

“Yes,” Kennedy says. “Are you ready for your flight?”

After consultation with Rocket Space Corporation Energia, modifications to the Soyuz TMA configuration have been agreed upon. The most important of which is the addition of a second habitation module to the Soyuz TMA lunar complex. The additional module would launch with the Block DM propulsion module and rendezvous with the Soyuz spacecraft in low-Earth orbit.

“Space Adventures will once again grace the pages of aerospace history, when the first private circumlunar mission launches. We have sold one of the two seats for this flight and anticipate that the launch will occur in 2015,” said Richard Garriott, Vice-Chairman of Space Adventures. “Having flown on the Soyuz, I can attest to how comfortable the spacecraft is, but the addition of the second habitation module will only make the flight that more enjoyable.”
