Not the best for who? Certainly government funding is the best for the congressional committee members who want leverage to squeeze campaign contributions and votes out of dependents in their home States. The difference in incentives for those of us in civil society and those of us in government hierarchies are still too seldom acknowledged throughout a population &quot;educated&quot; by the academicians of the tenured class.]]></description>
