Data from the official satellite tracking source shows the satellite has been in roughly the same spot since June 24, 1977. Within +-3 deg longitude, +-14 deg latitude. So who brought this up NOW and why?

I think so. Maybe a real engineer could figure out how much fuel it would take and if the second stage could carry that mush plus an attachment point.
