The UAE seems to know how to do that. They are maybe the most unregulated and tax free country in the world, other than the government owns all oil. They are diversifying successfully, I see they export some jet engines for example. They have a container port larger than any port in Europe. No taxes and no hassle with permissions for engine tests, fuel handling or launches might be convincing arguments for even a company like SpaceX to set up manufacturing there. A space port on their east coast should be clear for GEO launches, and maybe the foreign but allied desert to the south allows for polar launches too.
