First off it was created when the population of the west was MUCH smaller.
It also covers areas that it no longer needs to cover. Other courts can be created to cover them.
Alaska, the Island states and territories could be their whole own court.
California should be their own court.
Oregon and Washington should be their own.
The other western states now covered by the 9th could be another.

That way California has FAR less power over the whole of the west.
