This may sound good for NASA, from a viewpoint of competition, but it is terrible from the viewpoint of cooperation. Right now, several governments have teamed up to create the ISS, and failures and corruption in Russia create problems and concerns among the other partners.

For instance, if Russia cannot be trusted in a partnership, what are the consequences for the next ExoMars mission?
