The first project I thought of that was on budget was New Horizons. I read in Dr.Stern’s book about New Horizons that the guys at APL kept a tight budget on that project and it came in at budget, but I do not have the numbers to support this claim. Yes, there are more parts to consider in a project: the cost of the rocket, the support team, scientists, and analysts.
