Except for the occasional technology-development smallsat from the Air Force Research Lab, the Air Force hasn’t built its own satellites since the 1960s.

This current method will not lead to cost savings. What difference does it make if it is a government contract you can’t see the details of or a commercial transaction that is ‘hidden from the public’? The costs will stay the same and the same people will be paid.

If you want to sell to the government you have to hire people from the government to make it happen. The procurement process (even commercial) is set up that way. It is a good old boys network to the Nth degree.
