Blue Origin has said that parts of this vehicle (like the first stage tankage, apparently) are flight components that will fly on future launches.

Obviously if they’re doing tanking tests on it, it’s a very high fidelity pathfinder. I’ve seen at least one person claim to have knowledge that this test booster is intended to fly eventually, it just wont be the first flight booster.
