					<description><![CDATA[An NPDES permit.  If it fits the effluent limits, almost certainly assigned under a waste load allocation developed from a TMDL, then it should be permitted.  Industrial process wastewater.  As you said, most likely drinkable if you had a way to ensure no bacteria from poopy from local wildlife.  

A permit is a ‘yes, but…’ not a ‘no’ proposition unless a probability that demonstrable environmental harm and degradation of the resource will occur.  

I assume this circus was the result of a public comment period tied to the permit application and approval process, which is a requirement of Florida’s delegation agreement with EPA that gives the state primacy under the Clean Water Act.  

You have the usual suspects show up and you get the same sky is falling, dogs and cats living together, mass hysteria claims, usually 100 percent emotional based drivel.  Only rarely a well-articulated and informed opinion.
