Though Botswana is a democratic republic it ha only been lead by one party since its founding in the 60’s.
The Botswana Democratic Party.

Other parties are elected to parliament but the BDP has almost never not help supra majority power. And always the presidency.

More than likely Space X policies do not as yet fit with their laws. But that should change rather quickly.
