The guy I bought my house from was killed in a car accident shortly after we closed. For the next 2 years we regularly received &quot;official looking&quot; mail addressed to him from the County--I paid no attention &#038; &quot;returned to sender.&quot;
It wouldn&#039;t stop however, so I opened up one of the Notice&#039;s; he was being billed $400 for &quot;accident clean-up &#038; towing,&quot; and in addition, he received two traffic-tickets ($350), for the accident which killed him. (he died at the scene, not sure how the Police wrote him 2 tickets.)

In the past 1-1/2 years, I have witnessed three auto accidents and have stayed to help and give a report to the police for all three cases.  Next time I drive through the Elk Grove area (wherever that is -- Oh, Google shows it south of Sacramento), I will not stop for any accidents -- or run away as soon as a first responder approaches.  I don&#039;t know if the appeals process (guilt until proved innocent?) requires my presence, but that would be just too much.  

Come to think of it, running away may suggest guilt to the first responders and the eventual adjudicator.  Better to not stop at all.  Good luck, future Elk Grove accident victims.
