Everything the FAA has been doing in the past three years suggests this learning period no longer exists anyway.

The learning period is specifically focused on regulations designed to protect participants and crew members on human space flights. The FAA hasn’t formulated or imposed any regulations in this area. There are no govt. protections for those flying on Sunday aboard New Shepard or for anyone aboard Virgin Galactic’s spaceship on June 8.
