Of course they have to regulate the Internet because clicking another link or typing a URL to content more to your liking is just too darn hard. The crux of the problem is that they just can'take stand that someone else has the freedom to put up content or view content of their choosing on a truly infinite medium. In a medium where bandwidth puts physical limits on who and how much information can be exchanged, perhaps some regulation on makes sense. But the Internet is truly free of such limitations. Got something to say or share? Put it on the Internet. Regulating content in the proposed manner just doesn'the make sense, except of course, to a fascist.
