As you mentioned, using the SpaceX technology base would represent an “off the shelf” approach which is distinctly different than what is typically used by NASA and the expensive “one of a kind” technology.

This will likely rile some of the legacy space companies. Never-the-less it could potentially offer a rich scientific asset much sooner than would otherwise be possible.
