I wasn’t thinking of this program in particular but with StarLink bringing on direct cell phone to satellite connectivity on earth, why not use that in orbit.

I think you are right. But the satellites in question are European. So, even if Europe builds a replacement pair of sats, I don’t see anything European being designed to interface with Starlink. The current powers-that-be in much of Europe are involved in a sizable pissing contest with Elon at the moment.
