Yes, even setting aside all the later add-on modules, which are mostly being provided by foreign partners (ESA, JAXA, UAE, CSA), even Northrop Grumman’s HALO module is largely a European production, including the Thales Alenia-built base pressure hull. The PPE, which is being built by Maxar, seems to be the one obvious Gateway component almost wholly built in the USA.

I don’t know if the White House noticed that. But if it comes to a budget fight for Gateway, someone might bring it up.

With commercial replacements for SLS-Orion all but certainly forthcoming from SpaceX and Blue Origin we also won’t be needing any European-built Orion service modules in future either.
