The only time it might hit any land mass is if it breaks up at exactly the wrong time. Ground control could blow it up before it gets over land or let it pass over before blowing it up. A RUD at exactly the wrong time is the only really dangerous thing.

Even air traffic would be safe after the second stage reaches orbital height.]]></description>
