They should remove the minimum power requirement of 50,000 watts to something like 5,000 or even less for shortwave broadcast stations. The Shortwave bands are becoming increasingly underutilized and should be used by commercial and noncommercial stations to bring accurate news and commentary not done by big Conglomerates. 50,000-watt requirements is a stifling restriction that is obsoletely not needed to pass important information to the public.
