The entire point is that the executive branch agencies are overreaching without congressional action. Doesn&#039;t that at least imply that congressional action is preferrable to executive action? There does seem to be a line between &quot;The EPA requires congress to legislate in order to include CO2 as a pollutant&quot; and &quot;NASA requires congress to legislate to move their headquarters&quot;, but it doesn&#039;t seem to be an obvious one.]]></description>
