					<description><![CDATA[As in many things, the worst problem for Indians to get into Space will be the traditions of the &quot;Babu State&quot;. Stretching from at least as early as Asoka&#039;s Empire in 208 BC, through &quot;the Raj&quot;, and on into today&#039;s India, the Babus have run things for whoever ruled, taking their agency cost out of whatever the heads of the hierarchy wanted done. Their presence in  space industry should not be too surprising. 

Getting free of them will massively warp Indian society. Do not expect them to go easily. I would not be surprised if the first Indian manager of a private space commercial launcher did it from the US. Once that happens there would be a pang of shame that he had to come to the US to do it, temporarily giving leverage to those fighting free of &quot;the permit Raj&quot; on the subcontinent.]]></description>
