This is how the word seems to be used, but I think that those who fear to speak their minds because they are afraid of Muslim reaction are the ones who are really suffering from Islamophobia. Although, that may not be as much of an irrational fear as the suffix “phobia” might imply.

Not all of the attackers are neo-Nazis and I doubt many of them were Muslim.
