					<description><![CDATA[I find it ironic that the damage was caused by a blue tarps, which are ubiquitous in Japan.  I always marveled at how many blue tarps appeared on different occasions, seemingly out of nowhere, all apparently of the exact same design, color, etc.

Every construction project features blue tarps hanging, covering things, etc.  When the cherry blossoms come out, it seems that every cherry tree gets a carpet of blue tarps, on which the people gather to drink sake, eat bento boxes, and marvel at the beauty of the cherry blossoms.
