Being a bit naïve Bob. Requests don’t even have to come from the top – in writing or otherwise. Career civil servants will do it on their own, and quietly offer it up to interested parties (their friends).

Take them to court? Ha! They love that! They have the time, resources, and friends in right places. Your just playing their game where they have the ultimate home court advantage.
