He is making sure that there is no one in the Democratic Caucus who can charge him with being “a Collaborator” with the WH. Given the lack of control of the Democratic Caucus by Speaker Pelosi, Smith would be foolish to seem acquiescent when AOC goes looking for Chairs in the House to find fault with.
