I think we need to be a *little* more fair to the smaller planetary science programs. The Discovery program in particular has been pretty good about staying to schedule and saying under its cost cap (which is $500 million per mission). Lucy and Psyche probably lost a few months to COVID but appear to be on track otherwise.

Peter Beck of Rocket Labs says they’ll be launching their own Venus probe in 2023. If NASA follows their usual timetables, they’re likely to find floating colonies there by the time they arrive.
