I think it’s a lifetime limit. From the blockquote:

”Space Minister Judith Collins said the 100 cap was likely to be hit this year.”

There is no way that Rocket Lab is going to even come close to 100 annual launches from New Zealand this year or anytime soon. However, it will, if everything goes right, hit its 100th lifetime launch from New Zealand sometime next year. (It has 82 total lifetime launches now, but a few of those are from Virginia.) This just gets the paperwork out of the way early.
