What a good question, because President Clinton mucked up the ISS program in order to assure that such a fiasco could not happen.  Clinton&#039;s idea was that if we keep the Russian rocket scientists busy working on ISS parts then evil nations, such as Iran and North Korea, would not be able to develop their own ICBMs to threaten the rest of the world.

The price of success in the 21st century for the S. Koreans and the West in this situation is plain to see and goes initially to the Norths advantage.

While the initial attack by N. Korea would be pretty devastating to Seoul the question remains, does N. Korea have the capability to also launch nukes before their launch capability is disabled and destroyed?

After the initial attack response by the North the resulting allied attack (read American) will have to be devastating and complete to the military and top leadership infrastructure of the North. Why is this very unlikely to happen? Because its very big and very ugly from the Wests point of view. But you never know what might set it all off.

And who in the short term may benefit most? China? Russia? Both look forward to America to be further bogged down with Macro problem situations. What will we do?]]></description>
