Italy, France and Germany also have launch vehicle developers and, the last time I looked, all three were also part of “Old Europe.”

And, considering that PLD intends to use its latest bit of government largesse to build a pad for a future vehicle at a venerable launch site owned by the French, there doesn’t seem to be much “breaking away” in evidence either.
