I remember my "ex" telling me about when she lived in some semi-rural area (I forget whether it was Wyoming or Washington State), and the deputy county sheriff who lived next door shot her cat. Just because he was mean and hated cats, I guess, and he saw it on his property. Amazingly, the cat lived (the bullet just hit "meat," as the vet put it). Even more amazingly, my former ladyfriend submitted the cat's medical bills to the county, just on a whim, thinking nothing would come of it -- and the county paid them without any questions!
