Actually, Sea Launch is supposed to be a portable “island” launch site. The intention of StratoLaunch is to have a similarly portable launch location. Orbital Sciences (now Orbital ATK) has done air launches for a quarter century, showing that it can be done from virtually any location; I have even watched a couple of Orbital’s Pegasus launches from where I live.
