I remember a report out of Baikonur from when NASA first sent astronauts to be flown out of there.
The roof was leaking so bad that they covered all the launch consoles (from the 60s) with tarps.
There was only one phone line into or out of the facility. Water service was sketchy. The Russians actually thought the laptops they brought with them were state secrets.

Nasa paid a little extra to spruce up the facility for the next launches.
