Like deciding to trust the Russians to be honest about the costs of basing the ships in Russia.

I certainly hope that it is not too late to move them back or to find a less expensive port. Now, if only they can find a rocket to launch from their platform.

I always thought that Sea Launch had the right idea, being able to move the pad to the optimal latitude for each launch.

I would point to Space X, it’s caused the Russians to drop the price they charge to bring supply’s and crew to the space station. When the Space X crew capsule starts service it might just ruin not only the Russian space program but could also affect many other launch company’s around the world.
