Just because they say they have a project does not mean it is anywhere close to being ready for this kind of bid. The pace in which they are building their suborbital craft tells me that the orbital craft is years from launch, if not decades.

Sure, but XCOR has a project to use Lynx as the first stage of a small satellite launcher.

These are orbital contracts for orbital rockets. XCOR is solely suborbital.
