This is similar to what corruption looks like, but usually corruption is bribing government officials to give permission to build something, not bribe third parties to not sue. In this case, this is what extortion looks like. Here, it is being done with government permission, supervision, and assistance, which brings us back to what corruption looks like. Rewarding friends (communists dressed as ecologists) and punishing enemies (capitalists).
