We all knew these luxury launch companies wanted to operate out of the middle east. Go to the money.
Virgin planned for this from day one. That is why they kept that idiot design. 
BO got stuck in the US because of ITAR laws. Why do you think they basically quit working on the pogo launches? They only have their engines to sell and if they do not watch out Space X will take over that job for them also.]]></description>
