The range of a cell phone to a cell tower is theoretically 20 to 25 miles and in actuality more like 5 miles. In the article you linked Elon Musk says your normal cell phone will be able to connect to a Starlink satellite 350 miles up.

So that means a sat phone which I haven’t heard Starlink has, or more likely you’d need to be in wifi range of your wireless router for your cellphone to make and receive calls.
