Doctors who supply or create false documents should be punished.  Their political motivations are of no interest to the deed.  Unfortunately, doctors routinely falsify documents to insurers and are seldom approached by any law enforcement body due to a lack of resources---which creates a very high threshhold for prosecution.  Is the crime under $25,000?  Too small for the enforcement bodies to bother with.  

Ahhh, the joys of extremely limited regulation......and the underfunded bodies that govern them!]]></description>
