					<description><![CDATA[Although it might help to freeze the pay another year, I doubt they are &quot;freezing&quot; the rate of growth of the contracts that get awarded to contractors (who also happen to lobby their congress members).  I would estimate that probably 80% of the budget has nothing to do with the feds salaries. Most goes out as transfer payments or as contracts.  So, basically they get to score points by &quot;tightening the belt&quot; but in fact, the truth is the exact opposite.]]></description>
