While I empathize with the frustration over Boeing’s poor performance I don’t know that this alternative is an acceptable solution. I say that as there is one significant requirement I doubt this aircraft can meet and that is to support aerial refueling. As the nation’s pre-eminent command and control platform that seems a pretty big feature to give up as randomly roaming around our national airspace is the safest haven there is should WWIII ever really come to pass.

And this provides no backup platform either which is another big limitation imho. We’ve built and maintained these platforms in pairs for the last 70 years for a reason.

If it were me I’d punt on the 747 and switch to retrofitting some C-17s instead. They are big enough, rugged as hell, support air to air refueling, support defensive countermeasures, and can land and take off from 100s to 1000s of more fields than a 747 can. And since it is a bit smaller you could push the press corps over to a standard 737 or something like that. So they can tag along on trips just not on the president’s ride.

Geno: In a fixed-priced contract, the government is not supposed to "constantly change a list of requirements". Can you provide some specific examples of changes the government has demanded?

The two aircraft Boeing has been working on are both used 747's. Both had been sold to TransAero a Russian company that went Bankrupt. They had been stored in the Southwest of America and pulled for storage at a discounted price. As much as Boeing is dropping the ball on this, we should look at a constantly changing list of requirements that US Government agencies are imposing on Boeing.
