Well, there is a Catch 22 for you. If only NASA and China get to land on the Moon because they are the only ones with lunar landing experience then how are any commercial companies supposed to gain the experience?

Landing Viper is so far beyond what any of the commercial companies can do right now, I can’t see how this effort meets any kind of cost and schedule goal. In fact, I’m worried about Viper even getting down on the surface safely.

There’s no substitute for experience, and only NASA and China have it right now.
