While it seems a Space Corps/Force is firmly in process, I am wondering if the WH is not playing House politics. The Republican Chair of HASC was helped by the current Chair of HASC, Adam Smith, to brief Trump in early 2018 on the 2017 Bill that passed the House, but not the Senate, to start a Space Corps. With the Democrat Caucus roiled by extremists, Chair Smith won't want to look like he's a "collaborator" with the WH. So a pro-forma position from Trump, opposing bits of the House proposal could help Chair Smith keep his Chair, if Speaker Pelosi is retired by her Caucus, by Trump emphasizing separate ideas.

This *may* help Smith as well, if SLS collapses, once it becomes obvious that SLS will never get a 2024 mission to the Moon. Smith is from a Seattle district with lots of Boeing workers in it. Hard to say if its all intentional, because it may just be opportunism on Trump's part.
