OneWeb raises $1.2 billion in investment capital

The competition heats up: OneWeb, in its effort to build a constellation of 900 satellites to provide internet services worldwide, has raised $1.2 billion.

Japan-based SoftBank invested $1 billion of the total $1.2 billion, and has also become a strategic partner, with one of its directors, Ronald Fisher, joining OneWeb’s board of directors. Combined with the $500 million OneWeb raised in June 2015, the total amount gathered now stands at $1.7 billion out of an expected total cost of $2.5 billion to $3.5 billion for the full constellation of 900 small satellites. OneWeb Founder Greg Wyler told SpaceNews that thanks to SoftBank, the company has raised more from investors than originally anticipated, allowing OneWeb to forgo a third investment round.

They plan to build a factory in Florida capable of building 15 satellites per week.

Swiss Space Systems declared bankrupt

Swiss Space Systems, which only a few years ago appeared to be on the cusp of competing successfully in the new space industry, was declared bankrupt on December 14.

The biggest factor to the company’s failure could be the attack that occurred against the company’s president in September, of which it appears he has not completely recovered. The attack itself remains unexplained, but before the attack the president had received threats, and the company’s offices were broken into and vandalized.

Another successful ULA Atlas 5 launch

The competition heats up: ULA’s Atlas 5 rocket successfully launched a commercial communications satellite on Sunday.

In its sixty-seven flights before Sunday’s launch, the Atlas V has achieved sixty-six successes, including a stretch of fifty-seven missions going back to October 2007. The only mission which was not a complete success, June 2007’s launch of the NROL-30 mission, a pair of naval intelligence satellites for the National Reconnaissance Office – reached a lower-than-planned orbit but the satellites were able to correct for this using their own propulsion. ULA describes the launch as successful from its customer’s perspective, while independent analysts consider it a partial failure.

Though the article notes that most Atlas 5 launches have been for the government, the company has recently been aggressively courting the private sector.

Vector successfully test fires its rocket engine

The competition heats up: Vector Space Systems has announced the successful first test firing of the first stage engine to be used on its Vector-R rocket.

The engine test, which took place in Mojave, Calif. on Dec. 8, featured a single piece, 3D AM printed injector developed in partnership with NASA’s Science, Technology, and Mission Directorate (STMD) Flight Opportunities, a program which extends research labs into space-relevant environments by partnering with small satellite launch companies. Earlier this year, NASA provided a grant to Vector to design and test the injector.

Vector continues to push the envelope by being the first in the industry to pursue the LOX/Propylene propellant combination, which created the highest thrust to date from a LOX/Propylene fueled engine. This test of the 5K-lbf on flight fuels serves as a stepping stone to Vector’s first launch of the Vector-R slated for 2017, and moves the company one step closer to its mission of connecting space startups and innovators with affordable, reliable access to space.

They have also signed the land lease for the Tucson site where they plan to build their rocket factory.

Orbital ATK’s Pegasus launches successfully

Orbital ATK’s Pegasus rocket was successfully launched today from the bottom of its L-1011 airplane, placing in orbit a NASA constellation of eight smallsat satellites designed to study hurricanes.

he use of an eight-satellite constellation will allow for more frequent observations, allowing for a better characterization of the early stages in a cyclone’s formation and of the storm’s eventual decay. Once in orbit, the satellites will be spaced evenly around their orbital plane, achieving an angular separation of around 45 degrees from each other. The CYGNSS satellites were built by the Southwest Research Institute and the University of Michigan, while their deployer was developed by Sierra Nevada Corporation. Each satellite has a mass of 28.9 kilograms (63.7 lb), with an overall payload mass of 345.6 kilograms (761.8 lb) including the deployer. The CYGNSS mission is expected to last a minimum of two years.

This was the first Pegasus launch since 2013. I’m not sure why it has not been getting more business, but it does have another launch now scheduled for June.

Back from Vandenberg

In my trip to Vandenberg Air Force Base yesterday to give a lecture to their local AIAA chapter, I got a quick drive around the southern parts of the base where the Atlas 5, Delta, and SpaceX launchpads are located. This is the same area I toured when I last visited the base back in March 2015.

I had been curious to see the fire damage from the fall wildfires. Unfortunately, a fog bank had rolled in and made it impossible to see the hills behind the launchpads where the fires had raged. I did see some fire damage within several hundred feet of a liquid nitrogen storage facility, but otherwise the clouds prevented me from seeing any of the wildfire damage.

The one item of interest that I did see was at the SpaceX launchpad. While we could not enter the facility, we could see in plain sight the first stage of the next planned Falcon 9 launch. They had hoped to lift off this week, but delayed the launch last week until January to complete the investigation into the September 1 launchpad explosion. Nonetheless, the first stage was there, lying horizontal out in the open air. Several nozzles were removed from the engine array at the stage’s base. Whether they were removed as part of the investigation, or as part of standard maintenance, I do not know.

NASA begs out of first SpaceX’s Mars mission

NASA has decided to hold off contributing any science instruments for SpaceX’s first Dragon mission to Mars.

NASA wants to wait until SpaceX proves it can pull off a soft landing on the Red Planet before committing millions of dollars’ worth of equipment to the spaceflight company’s “Red Dragon” effort, said Jim Green, head of the agency’s Planetary Science Division. “Landing on Mars is hard,” Green said during a talk Tuesday (Dec. 13) here at the annual fall meeting of the American Geophysical Union (AGU). “I want to wait this one out.”

Rocket Lab rocket ready for first test flights

The competition heats up: Rocket Lab announced Monday that their new rocket, Electron, is on schedule for its first test flights early in 2017.

Launch startup Rocket Lab says it is ready to begin test flights of its Electron launch vehicle early next year, having concluded flight qualification and acceptance of the first stage booster.

Rocket Lab announced completion of these final milestones Dec. 12, saying in a press release that the company is waiting on international launch licensing before kicking off full vehicle testing. Spokesperson Catherine Moreau-Hammond told SpaceNews the company is imminently anticipating licenses from the U.S. and New Zealand — a requirement due to its status as a U.S. company launching out of New Zealand.

It appears right now that this company is in the lead to be the first smallsat rocket company in operation. I would guess that Vector Space Systems is second.

SpaceX pushes back first manned Dragon flight

The first flight of a manned Dragon capsule has been delayed about six months to May 2018.

SpaceX is now targeting a test flight taking two astronauts to the ISS in May of 2018 — about six months later than previously planned, but three months before Boeing aims to fly a similar test in its CST-100 Starliner capsule. The test flight with a crew will be preceded by an orbital flight without one that SpaceX now hopes to fly next November, again a six-month slip. Boeing plans its uncrewed test flight in June 2018

This delay had been expected. The key is to get both of these capsules operational before 2019, when our contract with the Russians to use their Soyuz capsule will expire completely.

India hires private companies to build satellite

The competition heats up: For the first time India’s space agency ISRO has signed a deal with a private consortium of private companies to have them build satellites.

The contract signed on Friday includes assembly, integration and testing (AIT) of two spare navigation satellites consecutively in around 18 months. It was signed between M. Annadurai, Director of ISRO Satellite Centre (ISAC), and the consortium lead, Alpha Design Technologies P Ltd. ISAC assembles the country’s satellites for communication, remote sensing and navigation.

From the third year, Indian industry could expect competitive bids for a new lot of spacecraft of 300-500-kg class, perhaps five a year, for both ISRO and for export, Col. H.S. Shankar (retd), CMD of Alpha Design, told The Hindu. This is the first time that ISRO has outsourced an entire satellite to industry, said Col. Shankar .

The Modi government appears to be trying here to emulate NASA in putting private companies in charge of construction, rather than having things designed and built in-house by ISRO. This is a very good sign. If they do it now, in the early days of their space effort, they can reduce ISRO’s ability to grow into a large bureaucracy with its own vested interests.

China preparing for anti-satellite test?

According to Pentagon officials China is preparing for a flight test of a new anti-satellite rocket.

Test preparations for the Dong Neng-3 anti-satellite missile were detected at a military facility in central China, according to Pentagon officials familiar with reports of the impending test. Intelligence agencies were alerted to the impending test by China’s announcement of air closure zones covering the expected flight path of the DN-3.

The flight test could come as early as Thursday, the officials said. No other details of the missile test were available. A Pentagon spokesman and a State Department official both said, “We do not comment on intelligence matters.”

One additional detail: The DN-3 rocket appears to be based on the Chinese commercial rocket Kuiazhou, which a Chinese launch company is pitching to the international market as a vehicle for putting smallsats into orbit.

Details revealed about Trump’s space policy?

Detailed comments by former congressman Robert Walker, who is advising the Trump transition team on space policy, yesterday provided some further hints at what the space policy will be during a Trump administration.

Walker said that there is an intent that the National Space Council be re-instituted so as to guide all space activities. civilian, military, and commercial. Walker went on to say that the Trump team is looking for a space policy that is “disruptive, resilient, and enduring”.

For one thing, Walker said that they are looking for a much longer life for the ISS – and that it will need to be refurbished and upgraded. He speculated that it would need to be handed over to an organization or consortium eventually. They are also looking for opportunities to have the commercial sector backfill for NASA so that NASA can focus on deep space exploration. Walker was very clear on this point noting that there was an awareness of many government programs that “take a decade to do with technology that ends up being out of date”.

…Walker was asked several times about SLS/Orion – in the context of Trump’s recent comments about Boeing and Air Force One. Walker did not answer the questions specifically but went into a broader generalization that Trump is not a politician but rather that he is a deal maker. He also thought that Trump’s funding of an ice rink in New York a few years back was a good example of what kind of president he’d be. Walker went on to say that Vice President-elect Pence would be the de-facto “prime minister” and run the government while Donald Trump went out to cut deals.

The issue of Earth science eventually came up. Walker said that the Trump administration is not looking to cancel NASA climate science but rather that they wanted to transfer all of it to other agencies who might have greater expertise. Earth centric research would be transferred so as to allow NASA to focus on space exploration.

It remains unclear whether SLS/Orion will survive a Trump administration. I suspect that at this point they themselves don’t know. They intend to shift climate research from NASA to NOAA, cutting some of that funding as they do so while also changing the personnel that run the research (thus cleaning house). They also probably want to shift NASA’s publicly-stated deep space goals back to the Moon, but this will simply be the empty rhetoric of politicians. More important is the suggestion that they want to extend the life of ISS. Such an action will also require an extension of the commercial crew/cargo contracts, which will also help continue to fuel the new space industry.

SpaceX’s loses launch contract due to scheduling delays

Because of SpaceX’s decision to delay its next launch into early January, Inmarsat today decided to switch launch companies for a mid-2017 satellite, dropping SpaceX and signing a contract with Arianespace.

Inmarsat is not abandoning SpaceX, only switching to Arianespace for one satellite. Nonetheless, this decision, coming only one day after SpaceX confirmed the delay, explains to me why SpaceX has been saying for months it intended to resume launches before the end of 2017. Inmarsat had probably told the company that if they delayed into January, they would lose this launch. When SpaceX finally admitted they couldn’t meet the 2016 launch deadline, Inmarsat made the switch.

SpaceX confirms its next launch will be in early January

In an update today on SpaceX’s September 1 Falcon 9 launchpad explosion investigation webpage, the company announced that its next launch will take place in early January, not mid-December as indicated in recent weeks.

We are finalizing the investigation into our September 1 anomaly and are working to complete the final steps necessary to safely and reliably return to flight, now in early January with the launch of Iridium-1. This allows for additional time to close-out vehicle preparations and complete extended testing to help ensure the highest possible level of mission assurance prior to launch.

Apparently they wish to do more testing to make sure they understand exactly what they need to do to avoid the conditions that caused the September 1 explosion. At the same time, they also think that an extra few weeks will be sufficient.

Dispute in Russia over Progress failure investigation

The Russian mission control has publicly disavowed a report that cited mission control as saying that the failure of the Soyuz/Progress launch last week was due to the premature shutdown of the Soyuz rocket’s third stage.

First the source:

A source in the space and rocket industry told TASS that the emergency shutdown of the engines occurred after 382 seconds and at the same time the spacecraft’s separation occurred. After that, the flight control system started operating in automatic flight mode and began deploying antennas and solar batteries. However, the spacecraft failed to reach orbit and started falling and ended up being destroyed in the atmosphere.

Next the disavowal:

”Any version which are now being voiced by the media have nothing to do with reality, including the incorrect cyclogram data. The results of the commission’s work will be announced no earlier than December 20,” a spokesperson told RIA Novosti.

I must admit that the source’s suggested cause for the failure, that the rocket engine shut prematurely and the spacecraft then simply separated and began its deployment before it had reached orbital velocity and thus fell back to Earth, sounds good at first glance. However, this explanation does not explain why all communications with the spacecraft suddenly ceased.

Either way, it does appear that there is an effort within Roscosmos to spin the events in the press, prior to the completion of the investigation. This in itself is not a good sign, as it suggests that there are people there who are trying to cover their asses rather than honestly trying to find out the cause of the failure.

UAE to issue national laws to facilitate space tourism and exploration

The competition heats up: At a ceremony announcing the space policy of the United Arab Emirates (UAE), the head of the UAE’s space agency announced that, even as their 2020 unmanned Mars mission moves forward, they are also formulating regulations in order to encourage future space activity.

He said regulations are very important to facilitate space tourism. “You can’t have space tourism without space laws. We will address this.” For example, liability in the event of a problem is determined by the law. The UAE will issue laws regulating the space sector within a few months, he said. The laws will facilitate the UAE’s ambitious Mars Mission in 2020.

He said technology alone is not enough for all space-related activities. The laws are essential to undertake all such projects. “We can’t launch the Mars probe without (relevant) laws.” Once technology is available, regulation is the important element to use it, Al Ahbabi said. He said the draft law was ready, which would be submitted for approval of the council of ministers very soon.

SpaceX to delay December 16 launch

I have absolutely no details at this moment, but I have found out through sources at Vandenberg Air Force Base, where I have been scheduled to give a lecture next Wednesday, December 14, that the December 16 SpaceX launch there has been delayed.

If the launch was still on they wanted to delay my talk because too many people would miss it, working instead on the launch. My lecture is now on, as the launch has been cancelled.

NASA awards contract for satellite refueling mission

NASA has awarded Space Systems/Loral a contract for building Restore-L, a robot refueling mission designed by the Goddard Space Flight Center team that ran the Hubble shuttle repair missions as well as the recent robotic demo repair tests on ISS.

The brains behind this mission is 80-year-old Frank Cepollina, who headed those Hubble shuttle missions and has been pushing for satellite repair since the 1980s. He is still going strong. As he said to me during one of my interviews for several articles I have written about him, “One of the things that’s driven me is this concept of stretching your capital assets for as long as you can to get every dollar of return you can possible get from it. The American taxpayers have paid for those assets. We should use them.”

If only we had more such Americans working in the federal government.

Another Russian Roscosmos official arrested

Russian authorities have arrested the chief operating officer from a Roscosmos aircraft division that apparently builds the MiG airplane.

Evdokimov faces up to 10 years of imprisonment under large scale fraud charges if found guilty. The investigation has found that Evdokimov has committed fraud, stealing more than $3 million from the Russian Aircraft Corporation MiG.

…Earlier, the investigators arrested Alexei Ozerov, a former CEO of MiG subsidiary, and deputy CEO of another Russian aircraft manufacturer Tupolev Yegor Noskov in connection with this case. The detainees are suspected of having illegally acquired a development site in northeastern Moscow that was later resold and then sublet to the subsidiaries of the United Aircraft Corporation (UAC) among other clients.

I am increasingly surprised the Russians have been able to build anything that works. Their management teams generally appear more interested in robbing the company than making sure the company does what it is hired to do.

Unity successfully completes its first glide flight

Virgin Galactic’s second SpaceShipTwo, Unity, yesterday successfully completed its first glide test flight.

SpaceShipTwo, named VSS Unity, and its carrier aircraft, WhiteKnightTwo, took off from the Mojave Air and Space Port in California at about 9:50 a.m. Eastern. The spaceplane separated from WhiteKnightTwo at 10:40 a.m. Eastern, gliding back to a runway landing in Mojave ten minutes later, according to updates provided by the company.

Congratulations to Virgin Galactic. They need to start making these flights quickly and frequently, and they need to ramp up to powered flight, to quash the skepticism that has built up about the company and its effort. More important, they need to do this because, unlike a decade ago, they are no longer the only game in town. They now have some serious competition.

Cause of Progress failure unlikely to be found

Not good: Sources in the Russian press say that it will likely be impossible to pinpoint precisely the cause of the Progress failure this week because of a lack of telemetry or data.

The causes of Thursday’s loss of the Progress cargo spacecraft are unlikely to be established, because neither telemetry data nor debris of the Soyuz-U rocket that was taking the cargo vehicle in orbit are available. “Telemetry transmission from the rocket was disrupted instantly, so it is practically impossible to establish the sequence of events to identify the causes of the emergency. As for material evidence, such as debris of the rocket’s third stage that might provide some clues, it is not available, either,” the source said.

They are still searching for debris but have so far come up empty.

Lacking data, they are now beginning to use computer modeling to try to figure out what happened. The prime suspect is the third stage engine.

Another captive carry flight test of Virgin Galactic’s Unity

After cancelling a planned first glide test of Virgin Galactic’s Unity spaceship in early November, the company completed a second captive carry flight on November 30.

“As part of our ground and flight testing, we made a few tweaks to the vehicle,” Virgin Galactic tweeted before the Nov. 30 flight. “We’ll test those in a captive carry flight today.” Virgin Galactic has not announced when the next test flight will take place or if it will include a glide test.

They apparently found some issues both from the first captive carry flight as well as ground tests that required them to make some changes to the spaceship and do another captive carry flight.

Japanese company developing suborbital mini-shuttle

The competiion heats up: A private Japanese company is developing a sub-orbital mini-shuttle capable of carrying up to eight people, and hope to fly it by 2023.

An unmanned trial run of the prototype to an altitude of 100 kilometers is scheduled for 2018, and if a manned mission is successfully achieved by 2020, the company hopes to commence its space travel enterprise by the end of 2023. The price of a trip into space is aimed to be about 14 million yen — which is approximately 70 percent of that announced by American company Virgin Galactic. PD Aerospace aims to take passengers to an altitude of 100 kilometers, where they will be able to enjoy a “zero-gravity floating experience” for about 5 minutes, before returning to Earth.

They are entering this competition very late. Considering how slowly Virgin Galactic has moved, though, they still might beat them into orbit.
