Modi would be called a tea party candidate in the U.S. He is very pro-capitalism and business. And though he has said he is very pro-space, I do wonder what he thinks of the commercial efforts of India’s space agency ISRO. ISRO is developing its rockets in an effort to capture international market share. It is as if NASA built the Falcon 9 and was trying to make money selling its use to private satellite companies.

I would not be surprised if Modi decides eventually to privatize this operation, taking the rocket development and commercial launches out of the hands of the government.

First test flight for balloon company

The competition heats up: Worldview has successfully completed the first unmanned test flight of its stratospheric passenger balloon.

The flight brought a remote-controlled, balloon-borne craft up to a height of 120,000 feet (36.5 kilometers) and back down to 50,000 feet (15 kilometers). Then the craft was cut loose from the balloon and guided to a soft landing using an innovative parafoil.

The test over Roswell, New Mexico, marked a world record for the highest parafoil flight, World View said.

World View’s Tycho prototype is just one-tenth the size of the pressurized capsule that the Arizona-based company plans to build for its Voyager tours. But Tycho’s maiden voyage put the system’s aerodynamics to a valuable initial test, said Taber MacCallum, who is World View’s co-founder and chief technology officer (as well as Poynter’s husband).

While these balloon tourist flights won’t go as high as the suborbital flights planned by Virgin Galactic, XCOR, and others, they will last far far longer and cost a third the price. They have already sold out their first three flights.

Turf war in Russia: The Russian space agency has disavowed any plans to send two tourists around the Moon in a Soyuz capsule.

Russia’s space agency, Roscosmos, will not be involved in a plan to send two space tourists on a flight around the Moon and was not consulted about the project, the federal space agency said.

The mission, hatched by U.S.-based space tourism firm Space Adventures and a major Russian spacecraft manufacturer, Energia Rocket and Space Corporation, would see two space tourists travel to the Moon aboard a modified Russian Soyuz spacecraft by 2017. However, Roscosmos was kept out of the loop on the plan.

The organizers “could have consulted with us before making such loud announcements,” said Denis Lyskov, Roscosmos’s deputy chief in charge of piloted flights, Izvestia reported Monday. “We are not participating in the moon project, we are not planning to modernize the Soyuz,” Lyskov was quoted as saying.

Considering the recent power play by the Russian government to grab back full control over Russia’s aerospace industry, this disavowal does not bode well for the private effort. If the government opposes the flight, it will be very difficult for Energia to go forward.

“SpaceX is taking a closer look at a potential issue identified while conducting pre-flight checkouts during (Sunday’s) countdown,” the company said in statement posted on its website on Monday. “SpaceX will stand down Tuesday while our engineering teams evaluate further,” it said.

Taking into account a previously scheduled maintenance period for the Eastern Test Range, which supports launches from Cape Canaveral Air Force Station, the earliest SpaceX expects to be able to fly is the first week of July.

The willingness of SpaceX to address technical issues rather than push for launch continues to recommend them to me, especially as the company also has a record of producing what it promises within a remarkably fast schedule.

A fascinating read, as it gives some of the office politics and back-fighting that surrounded the decision to pick the builder of this new rocket. For example, when the government picked the company Khrunichev to build the rocket,

And in the process, they cut Energia out of the deal entirely.

Aerogels are incredibly light, so light that the record holder, aerographene, boasts a density of just 0.16 mg/cm3. Currently, aerogels are used for insulation, tennis racquets, as a means of controlling oil spills, and were used on the NASA Stardust mission to collect samples from a comet’s tail. Unfortunately, despite its seemingly ephemeral nature, its very much a solid and will shatter if pressed hard enough, so its use is limited.

The new materials developed by the MIT/LLNL team aren’t aerogels, but are metamaterials. That is, artificial materials with properties that aren’t found in nature. The idea is to structure it, so that it has the lightness of aerogel, but is much stronger. The strength of the new materials comes from their geometric structure, not their chemical composition.

The technique used to make these materials is a variation of 3D printing, but at molecular scales.

If this works, the weight of rockets and spaceships is going to drop significantly, making access to space far less expensive. It will also make it possible for a far less power rocket to put into orbit far bigger payloads.

For Arianespace this speech is a very good thing, as it demonstrates again that Israel — and the company — are aware of the competitive challenge put forth by SpaceX and are not making believe it doesn’t exist.

The competition heats up? The Dnepr rocket launch of 37 satellites yesterday also included the launch of the first private Russian satellite.

TabletSat-Aurura owned by the company SPUTNIX weighs 26.2 kg and is made to operate for one year. It is intended for remote Earth sensing in the interests of a private company. The satellite was made using Russian technologies and a minimum of foreign components. Its cost is about one million US dollars.

Igor Komarov, the head of the United Rocket and Space Corporation, said “the launch of Aurora, the first Russian private satellite, is a successful example of public-private partnership in the field of space exploration as private companies clearly cannot fulfill their strategic tasks without the state. ,,, I am confident that cooperation between the state and private aerospace agencies in designing and manufacturing high-tech craft will become an important stimulus for further development of Russian competitive technologies.”

SPUTNIX Director-General Andrei Potapov said his company’s plans included “creating a cluster of small spacecraft and craft for super high-definition aerial video surveying and imaging with a resolution of down to one meter per pixel”. [emphasis mine]

The important detail here is this quote:

“BRITE-Constellation will exploit and enhance recent Canadian advances in precise attitude control that have opened up for space science the domain of very low cost, miniature spacecraft, allowing a scientific return that otherwise would have had price tags 10 to 100 times higher,” [emphasis mine]

Most nanosats and cubesats have not had the kind of precise attitude control of larger satellites, which is one of their limitations. If the technology is now maturing so that these tiny satellites can be pointed as accurately as bigger payloads, it will mean that unmanned satellites are going to get smaller very quickly. This lowers cost and increases the customer base, creating more business for launch companies.

Sen. Bill Nelson (D-Fla.) took to the Senate floor June 18 and tapped the brakes on a powerful appropriator’s plan to subject NASA’s commercial crew program to strict federal accounting standards the agency waived when it solicited bids for crew transportation in November. Nelson, the chairman of the Senate Commerce science and space subcommittee, said NASA’s commercial crew program to fly astronauts to and from the international space station aboard commercially designed spacecraft needs “the right mix of oversight and innovation” to start ferrying crews by NASA’s target date of late 2017.

The senior senator from Florida was alluding to a directive Sen. Richard Shelby of Alabama, the top Republican on the Senate Appropriations Committee, personally fought to include in a report appended to a spending bill now awaiting debate on the Senate floor, and which would if signed into law require NASA to either comply with section 15.403-4 of the Federal Acquisition Regulations, or risk a legal mandate to do so. Nelson said he wanted to work with Shelby “as the bill goes to the conference committee to make sure that we have the right mix of oversight and innovation in how NASA contracts for this competition.”

While Nelson was apparently very careful in how he stated his public criticism of Shelby, he also made it clear that he wants the language changed. As the article noted, this gives opponents of Shelby a powerful ally in the Senate. Expect the Shelby language to be significantly watered down.

As I’ve said for the past two years, the high cost and slow development of SLS will increasingly make it a loser in its political battle with the new commercial companies. Eventually legislators will recognize its impractically and unaffordability — especially if the commercial companies continue to meet their milestones and achieve success, as they have been doing. When that happens, the influence of individual senators like Shelby to shovel pork to their particular states or districts will be outweighed by the overall political benefits for everyone in Congress to get American astronauts into space quickly and cheaply on an American-built spaceship.

This editorial by a major newspaper signals the continuation of this political process.

The article is interesting in that it is somewhat critical of SpaceX’s overall failure so far to meet its launch manifest schedules. The point is well taken, but it seems to me that most of the delays were related to getting the upgraded Falcon 9 into operation. Now that this has happened, I expect SpaceX’s launch rate will continue to accelerate.

The commercial contracts between ULA and prospective U.S. engine builders cover technical feasibility analyses, high-fidelity planning, schedule, cost and technical risk assessments, and cost estimates, ULA said in a statement released Monday. … ULA did not identify which companies will undertake the engine studies. Jessica Rye, a ULA spokesperson, also declined to say how many companies signed the contracts with the launch provider. The contracts are for early-stage studies of a hydrocarbon-fueled engine optimized for first stage propulsion with “aggressive recurring cost targets,” according to ULA.

All the engine concepts will support a first launch by 2019, and ULA expects to select a future concept and engine supplier by the fourth quarter of this year, the company said. ULA will evaluate the feasibility of the new engine concepts for both private investment and the potential for government-industry investment.

For the American rocket industry this is good. The only negative I can see is the possibility that Congress will allocate a lot of cash and requirements for building the new engine, which will increase its cost, slow its development, and make it less competitive. If they instead do it like NASA has done with its commercial crew development and let companies compete to build it, they will get it sooner and cheaper, and the industry will develop more options.

The key detail in this story is not so much that they are beginning to figure out the engineering upgrades necessary to fling a Soyuz capsule around the Moon but that Space Adventures has apparantly finally gotten two passengers who have put down deposits for the lunar flight. For years they have said they had one ticket holder, suspected to be James Cameron, but without a second passenger the flight could not go forward. It now appears that they have gotten a deposit from that second person.

The companies said the joint-venture would combine Airbus Group’s launch systems with Safran’s propulsion systems, but hinted at broader integration of public and private activities in an effort to duplicate the success of planemaker Airbus. Europe’s Ariane 5 space launcher dominates the market for large commercial satellites but faces growing concerns over its future due to competition from Space Exploration Technologies (SpaceX), run by billionaire entrepreneur Elon Musk.

To respond to the threat, Airbus and Safran aim to lead a drive towards an integrated European launch firm drawing on the lessons of Airbus’s planemaking unit, which was spurred into turning itself from being a consortium into a single company by the merger of transatlantic rivals Boeing and McDonnell Douglas in 1997. The article, like practically every other report about Europe’s space effort in the past two years, singles out the competitive threat being made to their market share by SpaceX. Increasingly, the price reductions being offered by Musk’s company combined with its repeated success in launching payloads into orbit is forcing Europe to cut its own costs and become more efficent, something they have not bothered to do in decades. As result access to space is about to get signigicantly cheaper.
