Though the Obama administration has been consistently hostile to the planetary program, attempting to cut it severely several years in a row, and though I generally have found these particular cuts to be short-sighted, in this case the article is not very clear about the cuts NASA is proposing. It appears they are going to eliminate for one year the general research fund. I suspect there is waste in this budget, but I also suspect that this is a meat cleaver approach that has not been thought out well, as suggested in the article.

One quote from the article reinforces the foolishness of these management decisions:

Talk about penny wise, pound foolish. The cost to get these probes to their destination was in the billion dollar range, each. To shut them down when they are working and cost relatively so little now is beyond stupid.

As I have written repeatedly, we have a big federal deficit. We need to cut, and I think NASA’s budget can be cut. It just makes no sense to cut planetary research, when there are other portions of that budget that are accomplishing little and cost far more.

The new solicitation asks for proposals for final design, development, test, evaluation and certification of a human space transportation system, including ground operations, launch, orbital operations, return to Earth and landing.

The article is unclear how this solicitation fits in with the commercial crew program that already exists and is funding the manned upgrade of SpaceX’s Dragon and the development of Boeing’s CST-100 and Sierra Nevada’s Dream Chaser.

The cancelled ASRGs would have generated electrical power from the expansion of gas warmed by the radioactive decay of plutonium-238. NASA says that the devices have the same power output as its current generation of Multi-Mission Radioactive Thermoelectric Generators (MMRTG) but use four times less plutonium-238, a scarce resource. One MMRTG with 4.8 kilograms of plutonium is currently powering the Curiosity rover on Mars.

The United States has less than 40 kilograms of plutonium-238 left, but the DOE restarted production this year. Green says he is confident that the DOE will be producing plutonium-238 at a rate of 1.5 kilograms per year by 2019. He says that the stockpiled plutonium-238, along with the new supply, will be enough to send another planned rover to Mars in 2020 and to complete other missions in the 2020s – without any need for the extra efficiency of the ASRGs.

The ASRG program had been a year and a half behind schedule and had had its management team replaced at one point.

SNC has not yet decided whether to repair the Dream Chaser test craft, which does not use the same landing gear the orbital vehicle would use. Investigating what went wrong will take “a couple of weeks,” Sirangelo estimated. He said the vehicle, which is now in a hangar in Mojave, Calif., was “fully intact” after the crash.

“The pressure vessel was completely pristine, the computers are still working, there was no damage to the crew cabin or flight systems,” Sirangelo said. “I went inside it myself and it was perfectly fine. There was some damage from skidding.

“We learned everything we wanted to on this test, and learned more than we expected to learn,” Sirangelo said. “We believe we’ve got most of the data we need [but] I can’t honestly say, I just don’t know yet. It’s not going to affect our schedule in the long term [but] It might affect whether we do another free flight test this year or next year. We’re still assessing that.”

The company also claims that the flight met the requirements of a $15 million NASA milestone payment, since the goals of the flight were to test the vehicle’s flight capabilities, not its landing gear. (The failed landing gear used will not be the gear used on the final flight vehicle.)

During the test, operators in the Test Launch and Control Center (TLCC) introduced software scripts to the crew module’s main control computers via thousands of wires and electrical ground support equipment. During this process, the foundational elements, or the “heart and brains” of the entire system were evaluated. The main computers received commands from the ground, knew where to send them, read the data from different channels, and successfully relayed electrical responses back to the TLCC. The crew module power systems will continue to undergo testing for six months as additional electronics are added to the spacecraft.

It is a good thing that NASA has finally gotten this far with this very expensive capsule. However, pay no attention to their claims that the capsule “is capable of taking humans farther into space than they’ve ever gone before.” Any long journey it takes will be quite limited in scope. Humans can’t really travel beyond lunar orbit in just a capsule. You need a real interplanetary spaceship for that, and Orion does not fit this bill.

The station astronauts removed a cooling system pump and small contaminants found in the garment’s Primary Life Support System plumbing. The old fan pump separator and the preserved contaminants, including a 1-cm. piece of plastic, will return to Earth aboard Russia’s TMA-09M crew transport late Nov. 10 with Parmitano, NASA astronaut Karen Nyberg and ISS Russian commander Fyodor Yurchikhin. The hardware and contaminants will then be flown by NASA transport from the Kazakh landing site to Johnson Space Center, where a Mishap Investigation Board (MIB) hopes to quickly complete its probe of the worrisome incident.

Though it appears they have narrowed the problem to a small number of components, the need to return these components to Earth illustrates an overall design flaw with the space spacesuit. When the shuttle was flying regularly these components were easy to return to Earth, which is why NASA designed its suit for maintenance on the ground. Now that the shuttle is gone, however, it is difficult to get components returned, which makes spacesuit maintenance difficult if not impossible.

Spacesuits need to be repairable in space. If you are orbiting Mars and one fails, you can’t call in a repairman from Earth to fix it.

The in-flight abort test will take place along Florida’s space coast. During the test, a Dragon spacecraft will launch on a standard Falcon 9 rocket and an abort command will be issued approximately 73 seconds into the flight. At that point, the spacecraft will be flying through the area of maximum dynamic pressure, or Max Q, where the combination of air pressure and speed will cause maximal strain on the spacecraft.

Dragon will be outfitted with about 270 special sensors to measure a wide variety of stresses and acceleration effects on the spacecraft. An instrumented mannequin, similar to a crash test dummy, also will be inside. The spacecraft’s parachutes will deploy for a splashdown in the Atlantic, where a ship will be pre-positioned for simulated rescue operations. The test spacecraft will be returned to Port Canaveral by barge so data can be retrieved and incorporated into the system’s design.

The test is presently scheduled for the summer of 2014.

Lasers could enhance space communications and lead to radical changes in spacecraft design. Today’s spacecraft communicate with radio, but radiofrequency wavelengths are so long that they require large dishes to capture the signals. Laser wavelengths are 10,000 times shorter than radio, the upshot being that a spacecraft could deliver much more data then even the best modern radio system. For scale, NASA says that the Lunar Atmosphere and Dust Environment Explorer (LADEE) spacecraft that’s carrying this laser experiment would take 639 hours to download an average-length HD movie using ordinary S-band communications. LLCD could download the film in less than eight minutes.

The next flight of SpaceX’s Dragon has been realigned to a February 11, 2014 NET (No Earlier Than) launch date. The launch will mark Dragon’s first ride on the upgraded Falcon 9 v.1.1 rocket, potentially sporting landing legs, as Elon Musk plans his next attempt at proving the rocket’s ability to return its stages back to Earth for reuse.

SpaceX must first launch two commercial satellites with the upgraded Falcon 9 before its NASA flight. Also, 2014 will be a very business year for the rocket, as it is scheduled to send three cargo missions to ISS plus launch eight commercial satellites.

Earlier reports had suggested that NASA’s Deep Space Network, used to communicate with planetary probes, would not be available because of the shutdown, and the mission would have to be delayed because of this.

This is unfortunate news indeed. However, if I was India (as well as other countries) I would consider this a call to develop their own deep space network.

NASA Headquarters in Washington determined that Maven’s preparations should go ahead on an emergency basis — not because of its scientific objectives, but because of its expected role as a communications relay satellite for the Opportunity and Curiosity rovers on Mars. “Both Mars Reconnaissance Orbiter and Odyssey have been acting as communication relays, but they’ve passed their design lifetime,” Jakosky explained. “Maven carries communication equipment to take over that job as necessary. Getting us launched at this opportunity is a way to preserve that ability to communicate.”

As I’ve said before, as much as I am in favor of launching this kind of science mission, the number of arbitrary decisions relating to this shutdown makes the whole thing look ridiculous. NASA can act to protect its investments on Mars, but the National Park Service is required to interfere with the normal actions of private restaurants here on Earth?

The truth is that these science missions really don’t fall under the intended definition of “essential operations”. The federal bureaucracy, under the direction of the White House, is simply stretching that definition for their own convenience, wherever they like.

While the agency is actively seeking other missions for the heavy-lift Space Launch System (SLS) in the planetary science and military arenas, most of the human flights it has in sight for the big new rocket probably can be accomplished with an upper stage powered by the RL-10 engine instead of the J-2X. “The J-2X for certain [design reference missions] is somewhat overpowered,” said Todd May, NASA’s SLS program manager.

The main cause of this absurd situation is Congress, which has micro-managed the development of SLS from day one.

It is absolutely possible that the shutdown could cause MAVEN to miss its launch window. Such is life. The world won’t end, and as much as I am a big supporter of space exploration, I also recognize that there are actually bigger issues than NASA hanging in the balance.

Note that the article above bleeds tears for the poor government officials who might not get paid during the shutdown. Well, the economy has sucked for the past five years, with no signs of improvement and plenty of evidence that Obama and Congress have done a great deal to make things worse, especially with the passage of Obamacare. Maybe we should instead have some sympathy for the people who earn the money to pay for NASA and the government and have been screaming at these politicians to just leave them alone.

“It’s very clear that we could have slips of a year or two,” said [deputy administrator Lori] Garver, referring to both the 2017 launch — which won’t have a crew — and the first planned flight of NASA astronauts aboard the SLS rocket in 2021.

Garver claims that it is insufficient funds for SLS that will cause the delays, despite getting $3 billion per year, or ten times the money the private commercial program is getting.

I’m on a hike today, but so any additional comments about this insanity will have to wait.
