$18 billion for one test launch

NASA thinks it will cost $18 billion to complete and launch in 2017 one test flight of the Congressionally-designed Space Launch System, the program-formerly-called-Constellation.

This is madness. One flight, unmanned, in seven years? No sane customer would ever buy such a product, especially when there are now a number of cheaper competitors who will likely be flying manned in less time.

Note also that even if NASA’s figures are exaggerated, which I am sure some Senators and Congressmen will claim, I would bet that they are not that far off, based on the space agency’s fixed labor costs and past history.

Amazon Chief’s Spaceship Misfires

Bad news for commercial space: A test of Amazon chief’s Blue Origin spaceship ended in failure on Friday.

After The Wall Street Journal reported on the failure, Blue Origin Friday posted a brief note on its website stating the spacecraft, while going faster than the speed of sound, suffered a “flight instability” at an altitude of 45,000 feet and the company’s automated “range safety system” shut off all thrust and led to its destruction. The problem appeared to stem from thrusters that didn’t respond properly to the initial commands, according to one industry official.

The space shuttle program officially ended on Wednesday. Note however:

Closeout of the shuttle program is an enormous effort expected to take two years. The program occupied 640 facilities and used more than 900,000 pieces of equipment with a value exceeding $12 billion, according to NASA. Much of the work will take place at Kennedy Space Center, where orbiters have been maintained and prepared for launch. NASA requested $89 million for shuttle transition and retirement work in the 2012 fiscal year that begins Oct. 1, but Congress has not yet approved a budget.

The science team of Lunar Reconnaissance Orbiter released an intriguing picture yesterday of what scientists call a granular flow down the side of a five mile wide crater on the far side of the moon. Looking at the image, one would swear that the darker material flowing down the slope of the crater rim is a lava flow frozen in place.

The longer term consequences? Congress will anguish over the lack of a shuttle. Some will demand more money for the program-formerly-called-Constellation, while others will demand more money for the new commercial companies. In either case, they will ignore the reality of a bankrupt federal government that simply can’t afford either at the moment.

NASA’s costs estimates too low for Congress’s heavy-lift rocket

Surprise, surprise! An independent analysis of NASA’s budget estimates to build Congress’s heavy-lift rocket, the program-formerly-called-Constellation, are untrustworthy and likely low.

“All three program estimates assume large, unsubstantiated, future cost efficiencies leading to the impression that they are optimistic,” the team said in its key findings. A risk assessment revealed the funding reserves projected for all three programs are insufficient, according to Booz Allen Hamilton. NASA has not disclosed its internal cost estimate for the Space Launch System. “Due to procurement of items still in development and large cost risks in the out years, NASA cannot have full confidence in the estimates for long-term planning,” the executive summary said.

This project is nothing more than Congressional pork. It will never get built. Sadly, it might waste a lot of money before it never gets built.

Bigelow in negotiations to supply privately-built modules to ISS

Bigelow Aerospace is in negotiations with both NASA and Japan to supply ISS with privately-built modules

The module could be rented out as an ISS storage unit, making the station less dependent on frequent resupply flights, says Hiroshi Kikuchi of JAMSS. To show that the modules are capable of safe, crewed operation, Bigelow is also negotiating with NASA to attach one to a US-owned ISS module.

NASA announces awards for three technology demonstration space missions

NASA has announced three awards for technology demonstration space missions, all set to fly within four years. More details here.

The three missions are:

  • A solar sail demonstration mission, flying a sail 38 by 38 meter sail.
  • A demonstration of in-space laser/optical communications technologies.
  • The use of a high-precision atomic clock in space.

I especially like the solar sail mission because of its long range possibilities, though the other technologies would probably be put to practical use more quickly.

The new commercial space companies question NASA contracting policies

The new commercial space companies are challenging NASA’s new contracting policy.

The article covers the conflict that I described in this post, whereby NASA is abandoning the more flexible contracting approach used for the commercial cargo contracts of SpaceX and Orbital Sciences and going instead with the contracting system it used for all past NASA subcontracts.

The article is errs badly when it calls the new contracting approach that NASA wants to use “non-traditional.” It is instead the way NASA has been doing things for decades, whereby the agency takes full control of everything and requires contractors to fill out so much paperwork that the costs double and triple.

Though I don’t agree with all of Dinerman’s points, he provides a complete and excellent analysis of the present political state of NASA. To me, the key quote is this:

NASA’s Administrator and his Deputy worked hard, along with the President’s science advisor and the rest of the White House team, to alienate a critical mass of members of Congress by ignoring their concerns, rejecting their advice and blindsiding them with critical space policy decisions. The Obama administration then wrecked the previous program on the grounds that it was underfunded and behind schedule, and replaced it with a new program that looks as if it is now underfund and behind schedule. Congressmen and women being human, and under massive pressure to cut spending, have now cut the guts out of the space agency’s proposed budget.

Senate Issues Subpoena to NASA for SLS Materials

The space war over NASA continues: The Senate has issued a subpoena to NASA, demanding documents related to its plans for building the Congressionally-designed Space Launch System (SLS), what I like to call the-program-formerly-called-Constellation.

In related news, NASAspaceflight.com reports that those NASA documents state that the agency’s plans for building SLS will take 21 years (!), with the first flight not taking place until 2032.

No wonder NASA has stalled releasing these documents. Nor am I surprised. Based on the budget that Congress gave the agency, it is literally impossible for NASA to build this rocket any faster. And at that rate, no one should be surprised if it never gets built at all. Far better to cancel it now and save the taxpayers the money.

NASA changes its contract arranged for commercial space

Turf war: At conference yesterday at the Johnson Space Center, NASA proposed changing how it issues its commercial space contracts so as to give it more control over their design and construction. The commercial companies are not happy.

Brett Alexander, a space industry consultant who counts among his clients the secretive aerospace startup Blue Origin of Kent, Wash., said at the July 20 briefing that industry needs to know NASA’s legal reasoning for dismissing SAAs as an option for the next CCDev round. “From an industry standpoint … we’re kind of flying blind because [NASA] has not divulged what its legal reasoning is, and I think they need to do that in writing. Not a couple charts, not things that you brief, but a legal brief that says ‘here’s why’” a traditional procurement is necessary.

My own sources say this change in contractual approach will significantly slow development of the new commercial manned space rockets and ships, possibly beyond 2017.

The only reason I can see for NASA to do this is to maintain control over manned space, even if they are not building anything. I think NASA is instead going to find out that doing anything to slow this development will be politically very dangerous for them.

The next Mars rover will land at Gale Crater

The next Mars rover will land at Gale Crater.

The car-sized Mars Science Laboratory, or Curiosity, is scheduled to launch late this year and land in August 2012. The target crater spans 96 miles (154 kilometers) in diameter and holds a mountain rising higher from the crater floor than Mount Rainier rises above Seattle. Gale is about the combined area of Connecticut and Rhode Island. Layering in the mound suggests it is the surviving remnant of an extensive sequence of deposits. The crater is named for Australian astronomer Walter F. Gale. . . . The portion of the crater where Curiosity will land has an alluvial fan likely formed by water-carried sediments. The layers at the base of the mountain contain clays and sulfates, both known to form in water.

Perry and other lawmakers blast Obama over shuttle retirement

Texas Governor Rick Perry, as well as other lawmakers from Congress, blasted Obama today over the shuttle retirement.

Bah. Perry claims to be a so-called small government conservative, yet he wants the government to spend a fortune to build and run the space program. Meanwhile, Senators John Cornyn (R-Texas) and Kate Bailey Hutchinson (R-Texas) were around in Congress when President George Bush announced the shuttle’s retirement seven years ago. Their effort since then to fund pork through NASA and thus have NASA build a giant new rocket system, either Constellation or its new Congressionally-designed replacement, has been a disaster. Right now it would be better, and far cheaper, if they stopped fighting the new commercial space companies and instead get behind them, especially since the Obama administration itself has done a very poor job of selling this new industry.

A little support from Congress could go a long way to not only reinvigorating the aerospace industry, it could speed our country’s return to manned space, with multiple competing companies.
