Residents recycle, Baltimore throws it out

The fantasy world of environmentalism: For the last seven years Baltimore County in Maryland has been throwing out its recycled glass, even though it still demands its residents separate it and put it in their recycling bins.

Over the weekend, news broke that the county—which does not include the City of Baltimore—has not been recycling the glass it’s been collecting as part of its recycling program. For the past seven years, the jars and bottles that residents dutifully placed in their blue bins have been being junked instead. “There are numerous issues with glass recycling, including increased presence of shredded paper in recycling streams which contaminates materials and is difficult to separate from broken glass fragments, in addition to other limitations on providing quality material,” county spokesperson Sean Naron told The Baltimore Sun.

Glass recycling reportedly stopped in 2013, the same year the county opened a $23 million single-stream recycling facility, according to the Sun article.

Meanwhile, the rest of the recycled garbage is almost certainly being trashed as well, as China no longer takes recycled paper, plastic and other scrap materials. With no one else interested in recycling this material, municipalities across the U.S. just throw it out — after making their citizens separate it.

Sadly this is very typical. Too often environmental regulations are structured to satisfy shallow emotions to make its participants feel good, while failing to accomplish what they claim they are doing.

For one, China’s decision in 2017 to no longer accept imported recycled materials is still in place, and is likely not to change in the near future..

For decades, the country was content to accept, process, and transform recycled materials from across the globe, but no longer. In July 2017, the government announced new policies that would effectively ban imports of most recyclables, particularly plastics. They went into effect last March. Considering that China has imported a cumulative 45% of plastic waste since 1992, this is a huge deal.

Where once China offered a market for the world’s plastic bottles, tubs, and other packaging to be turned into – for example – polyester clothing, now, that market is gone. This means that recycling costs have skyrocketed. A few years ago, Franklin, New Hampsire could sell recyclables for $6 per ton. Now, it costs the town $125 per ton to recycle that same stuff!

Municipalities across the country are facing this startling arithmetic, so hundreds are choosing the drastically cheaper option: throw most traditionally recycled materials in the trash, instead.

For another, it has become even more obvious that the cost of recycling is more damaging to the environment.

As Kinnaman discovered in a 2014 study – a complete life cycle analysis of the recycling process – it currently doesn’t make much economic or environmental sense to recycle plastic and glass in much of the developed world. Both of these materials are fairly easy on the environment to produce, but oftentimes very tricky and intense to recycle. When you factor in all of the water used to decontaminate plastic and glass, the immense distances traversed transporting them (usually by truck, train or ship), and the mechanical and chemical processes utilized to transform them into new goods, it becomes clear that they are better off in a landfill.

Will these facts cause local governments to change their laws and end recycling? Don’t bet on it. Recycling has never had anything to do with actually saving the environment. Its purpose has always been to make people feel good about themselves. Those emotions make it impossible for most people to consider these facts.

Chinese regulations sends recycling into the trash

New Chinese regulations on what is acceptable recycled trash is causing trash companies throughout the U.S. to send the recyclables into the trash heap.

In the past, the municipalities would have shipped much of their used paper, plastics and other scrap materials to China for processing. But as part of a broad antipollution campaign, China announced last summer that it no longer wanted to import “foreign garbage.” Since Jan. 1 it has banned imports of various types of plastic and paper, and tightened standards for materials it does accept.

While some waste managers already send their recyclable materials to be processed domestically, or are shipping more to other countries, others have been unable to find a substitute for the Chinese market. “All of a sudden, material being collected on the street doesn’t have a place to go,” said Pete Keller, vice president of recycling and sustainability at Republic Services, one of the largest waste managers in the country.

In other words, there is no market for recycled trash. It has no value. No one wants it. Thus, even though it sounds good and allows people to make believe they are saving the environment by recycling, it is an inefficient waste of resources, as the article notes:

Recycling companies “used to get paid” by selling off recyclable materials, said Peter Spendelow, a policy analyst for the Department of Environmental Quality in Oregon. “Now they’re paying to have someone take it away.”

In some places, including parts of Idaho, Maine and Pennsylvania, waste managers are continuing to recycle but are passing higher costs on to customers, or are considering doing so. “There are some states and some markets where mixed paper is at a negative value,” said Brent Bell, vice president of recycling at Waste Management, which handles 10 million tons of recycling per year. “We’ll let our customers make that decision, if they’d like to pay more and continue to recycle or to pay less and have it go to landfill.”

Economic realities always rule. The problem is when people create fantasies that have no connection with those rules.

The article focuses on how this could save us from global warming. What I see is a possible tool for making the construction of interplanetary spaceships more practical. On any vessel in space, something has to cleanse the air of carbon dioxide. Finding a cheap way to do this makes building those vessels much easier.
