By a vote of 212 to 6 (out of about 300 eligible voters), the residents at the previously unincorporated coastal land strip at Boca Chica have approved a proposal to create the town of Starbase, with a mayor and two city commissioners.

The three candidates were all running unopposed for those positions. All three either work at SpaceX now, have worked there in the past, or have relatives employed by the company.

The mayor will be Robert “Bobby” Peden, 36. He has worked for SpaceX for the past dozen years, first at its MacGregor engine test site and now at Starbase as a vice president of test and launch. The two council members are Jenna Petrzelka and Jordan Buss. Petrzelka, 39, worked for SpaceX from 2012 to 2024 as an engineer. Her husband, Joe Petrzelka, is presently a SpaceX vice president. Buss, 40, started working for SpaceX in 2023 as a senior director of environmental health and safety.

The vote shifts much of the civil management away from the larger local county to the residence who live in the town itself. It is quite evident they will establish this city with the needs of SpaceX in mind. It also appears that the residents are fully in support of this.

As for launches here, I will still refer to it as Boca Chica. The town might be named Starbase, but the actual location is still Boca Chica.

After reviewing the local petition submitted by SpaceX requesting permission, a local judge as signed an order allowing the citizens of Boca Chica to vote on whether they can incorporate as city in Texas.

The incorporation petition, [Cameron County Judge Eddie] Treviño explained, was duly signed by at least ten percent of the qualified voters of Starbase. Additionally, the petition satisfied the statutorily required elements and set forth satisfactory proof that Starbase contains the requisite number of inhabitants as required by law and the area to be incorporated is not part of another incorporated city or town.

Since the submitted petition met all statutory requirements, Treviño said he is required under Section 8.009 of the Texas Local Government Code to order that an incorporation election be held on a specific date and at a designate place in the community.

The election is set to occur during the general election on Saturday, May 3rd, 2025.

SpaceX itself had organized the petition and submitted it to the county in mid-December, noting that it already “…currently performs several civil functions around Starbase due to its remote location, including management of the roads, utilities, and the provision of schooling and medical care for the residents. Incorporation would move the management of some of these functions to a more appropriate public body.”

Expect the petition to be approved, making Starbase at Boca Chica one of the most spectacular company towns ever to exist.

In a letter [pdf] sent yesterday to a local judge, SpaceX requested that a special election be held in Cameron County on whether its Starbase facilities in Boca Chica should be incorporated as a city.

To continue growing the workforce necessary to rapidly develop and manufacture Starship, we need the ability to grow Starbase as a community. That is why we are requesting that Cameron County call an election to enable the incorporation of Starbase as the newest city in the Rio Grande Valley.

Incorporating Starbase will streamline the processes required to build the amenities necessary to make the area a world class place to live—for the hundreds already calling it home, as well as for prospective workers eager to help build humanity’s future in space. As you know, through agreements with the County, SpaceX currently performs several civil functions around Starbase due to its remote location, including management of the roads, utilities, and the provision of schooling and medical care for the residents. Incorporation would move the management of some of these functions to a more appropriate public body.

The letter went on to list the many other things SpaceX is already doing to benefit the area, including many of the environmental requirements imposed on it by the FAA and Fish & Wildlife.

At this moment there has been no response from the judge or Cameron County. I suspect there will be no objection, and this vote will take place in the near future. I also expect it will pass, because SpaceX employees now make up almost the entire population of Boca Chica.
